UNDO AL LAUNCHER PARA ENTRAR Y NO ENTRA NO SE QUE PASO
PRUEBAS:

Instale el Launcher nuevamente, vaya al panel de control y elimine el Launcher GTA V, luego instale nuevamente el Launcher, te dejo el enlace aquí.
Para la versión 1.0.0.9
https://www.gtaday.com/GTA_DAY_1_0_0_9.exe
Cuando vuelva a instalar el Launcher, aparecerá este mensaje y haga clic en "Reparar".

Dale en detectar problema o tal vez moviste algo en la compatibilidad.

KOKITO INTENTO DESINTALARLO Y ME DICE llamado RunScript cuando no esta marcado en proceso CUANDO LE UNDO CONTINUAR ME APARECE OTRO QUE DICE llamado Installfinalize cuando no hay instalacion en progreso

A mi también me pasa de vez en cuando, de la nada no abre el Launcher, siempre hago lo que te dije y funciona.

Ya resolví el problema, fue más difícil de lo que pensaba, pero ya está. Todos los días aprendemos, nunca había visto un error como este, investigué un poco y encontré la solución.
